Firm Welcomes Kosub

Sprouse Shrader Smith is pleased to announce the addition of P. Steve Kosub.  Mr. Kosub brings over 40 years of water and administrative law experience to our firm. He served from 2003 to 2019 as Water Resources Counsel for the San Antonio Water System where he provided advice and representation on all aspects of San Antonio’s cutting-edge water initiatives. He previously represented private and public clients in the development and utilization of their water rights. Steve co-chaired the first two Changing Face of Water Rights seminars and continues to write and speak frequently on water law, regulatory takings, and administrative procedure.  He is certified in Administrative Law by the Texas  Board of Legal Specialization.
